
Turbina’s statement on the proposal of the Józsefváros Municipality
We were deeply shocked to learn of the announcement by the Józsefváros Municipality, which foresees the restriction of the operation of our Great Hall. The decision is based on a single, unilaterally carried out measurement, which is considered irregular, without giving us the opportunity to present our point of view or to clarify any concerns together.
Despite our repeated requests, we have not been able to have a face-to-face meeting with the district clerk, and the opportunity for dialogue and joint search for a solution has therefore been missed. Turbina provides livelihoods for more than 80 people, including many residents of District VIII. A hasty and unconsulted decision puts not only them, but also the whole of our community at risk.
The Turbina Cultural Centre was built using unique soundproofing technologies to operate in a metropolitan environment, and this has proved successful in the past two years of night-time operation, with the exception of a short, dilapidated section of the building. In the post-opening period, we have experienced structural anomalies and deficiencies in one of the neighbouring buildings and its underground structure. It turned out that there is an old common foundation between the two houses and the adjacent dwelling has major deficiencies in its building structure, resulting in low sound insulation of the structures. In response to this, we made major investments in 2024 as part of an action plan to improve our sound and vibration isolation.
In November, following regular on-site inspections by the municipality, an official independent noise expert said that thanks to the measures taken, we meet the parameters required by law. Since then, we have been operating in good faith and with full knowledge of this, so we are baffled by the brutal discrepancy that the expert commissioned by the municipality says exists. His findings have been described by several independent noise experts and by our lawyers as worrying and irregular on a number of points. We suggested to the municipality that the experts should jointly measure the discrepancy to resolve it and identify any further problems, but the municipality did not respond to our request or propose a solution.
In order to clarify the situation, we have initiated a joint independent measurement that could objectively resolve the discrepancies.
